This actually worked. I found a stray dog in my neighborhood. It had an apple air tag on its collar and nothing else, no other identifying information. I dont use any Apple products. I downloaded this app onto my Samsung Android phone, and used it to scan the tag. It took 2 tries but then the app detected the tag. The dog owner who lives 2 streets away got the notification that the tag was scanned and drove to my house. The accuracy was within 100 ft away. Im keeping this app on my phone.
